Ce système a pour objectif de rendre disponible des soins de santé de qualité sur toute l'étendue du territoire national et aussi du financement pour la protection sociale en santé afin de permettre à chaque citoyen de pouvoir accéder aux soins de santé sans être confronté à des difficultés financières ou basculer dans la pauvreté en raison du coût des soins.
