Senators in Nigeria have passed a bill aimed at combating sexual harassment in academic institutions.
This move comes up after many university students, mostly females have repeatedly complained about lecturers abusing them sexually and demanding for sex in exchange of marks or better grades.
The case of Monica Osagie, a Master’s student of the Obafemi Awolowo state University in 2018 particularly called for more serious actions as she secretly recorded her conversation with the concerned lecturer, Mr. Richard Akindele who was later fired and handed a two-year jail term.
"We have to protect our daughters from predators.....We want our tertiary institutions to be a very safe environment for everyone, and this is a legislation that will ensure that wish”, Senate President Ahmad Lawan said.
According to the new bill, any lecturer found guilty of sexually harassing a student or by just making sexual advances towards any student would be slapped a jail term ranging between 5 years and 14 years with fines not being an option.
This proposed law is not limited to classroom teachers but extends to the administrative level with fines and/or jail terms for any university administrator who fails to probe allegations of sexual misconduct brought against staff members.
Students on their part are not spared by this “landmark regulation” as Senate President Ahmad Lawan describes the new bill.
Students could face suspension terms as well if found guilty of falsely accusing lecturers of sexual misconduct.
The sexual harassment bill has been sent to the Lower House of the Nigerian Parliament for deliberations and awaits President Muhammadu Buhari’s signature for its implementation.
The sex-marks game is not new, and not happening only in Nigeria but in other parts of the world.
The University of Buea in Cameroon has received many of such reports and investigations are ongoing.
Since the Monica Osagie sex grades scandal went viral in 2018, she has decided to take it upon herself to combat sexual harassment in academic institutions.
The Proposed Sexual Harassment Bill
The proposed document is titled “A Bill for an Act to Prevent, Prohibit and Redress Sexual Harassment of Students in Tertiary Educational Institutions and for other matters connected therewith 2019.
The bill contains 27 clauses specifying a jail term ranging from 5 years to 14 and with a mandatory fine for any instructor who would be found guilty of sexual abuse.
According to the bill sexual harassment would include grabbing, hugging, kissing, rubbing, stroking, touching, pinching the breasts or hair or lips or hips or buttocks or any other sensual part of the body of a student; or sending by hand or courier or electronic or any other means naked or sexually explicit pictures or videos or sex related objects to a student, and whistling or winking at a student or screaming, exclaiming, joking or making sexually complimentary or uncomplimentary remarks about a student’s physique or stalking a student.
Sexual offences shall be; having sexual intercourse with a student or demands for sex from a student or a prospective student or intimidating or creating a hostile or offensive environment for the student by soliciting for sex or making sexual advances.
